Coastal Regulation Zone Environment Minister Alina Saldanha told the House that the coastal dweller problem
could not be solved till an amendment to the CRZ notification of 2011 is done. She promised to take a delegation
to meet the Union Environment Minister and try to get it resolved.
She said that the government was aware that many of these coastal dwellers do not have proper house documents
and all these problems would be placed before the union minister. Regional Plan The Regional Plan 2021 finalization
process will only begin in November, Chief Minister Manohar Parrikar said and the process will start after dealing with the
mining issues by September -October. He promised to form a committee after the Assembly that would include MLAs to look into the issue, including grass root participation saying that panchayats would be allowed to decide on their development based on certain parameters.
The chief minister said that the development of their own villages would be left to the panchayat to decide on the village
plan for five years. However, this plan will not apply to government projects or those projects under the investment board.
Special Economic Zones Industries Minister Mahadev Naik told the House that the government has no plans to release the under litigation land given for SEZs, as the matter was sub-judice.
But the chief minister who intervened in the issue said that they were contemplating on speaking to the promoters given that court cases take a long time to resolve. He also told the House that the issue had to be worked out and promised to take people involved, into confidence. The Chief Minister had recently announced on the floor of the Assembly that the government was in talks with the promoters in a bid to unlock the 35 lakh square metres of land currently under litigation.
Kasturirangan report The government asked the Dr Kasturirangan committee to re-do the exercise to identify ecologically sensitive areas in the Western Ghat region, as some villages that do not form continuity of the Western Ghats were included in the report. The government said that as a result of this exercise certain villages like Khola (Canacona), Rivona and Colamb
(Sanguem) which do not form contiguity with the Western Ghat are included in the eco sensitive area. Similarly Poinguinim
and Loliem villages have been completely included in the ecologically sensitive areas.
Casinos pollution Government will follow National Green Tribunal (NGT) order on off shore casino pollution, the Chief Minister Manohar Parrikar assured the House on Thursday. NGT in its order, put a ban on allowing more off shore casinos in the River Mandovi, and directed government to ensure that casinos comply with the municipal solid waste (MSW) rules.
Investment policy Goa Investment Promotion Bill 2014 aims to facilitate single window clearances for various investment proposals through Goa Investment Promotion and Facilitation Board. Board has powers to approve, reject and review theproposals and to appoint sub-committee for evaluation and clearances of investment proposals.
