It may be recalled that the Panchayats Director had earlier directed the respondents, the Sarpanch and Panchayat secretary, to submit all future meeting proceedings, financial records, and other relevant documents to the Block Development Officer (BDO) and to ensure full compliance with the provisions of the Goa Panchayat Raj Act, 1994.

However, after completing all proceedings, the Panchayat Director Siddhi Halarnakar, while disposing of the petition, observed that the petitioner Sharlet Fernandes had failed to provide any credible evidence to substantiate her allegations of mismanagement . The Panchayat Director further observed that the allegations of procedural irregularities, financial mismanagement, and non-compliance with meeting formalities were not supported by any substantive evidence.

While pointing out that the respondents, the Sarpanch and Panchayat Secretary have generally complied with the required procedures, the Director also observed there have been occasional delays in the submission of meeting proceedings to the BDO.

In this regard, the Director, warned the two respondents to ensure the timely submission of all future meeting proceedings, minutes, and relevant documents to the BDO.
