Say it will affect them while purchasing plots from landlords

MARGAO: Manohar Parrikar government’s move to review stamp duties on the sale of properties is expected to generate handsome revenue and enrich the state coffers. Scheduled Tribe communities, however, appears an anxious and worried lot as the notified stamp value will affect them the most at the time of purchasing properties from landlords.
In fact, residents of Goemchembhat in Ambelim village have dashed off a memorandum to the district collector highlighting their grievances over the new stamp duty rates. Their grievance is simple. Landlords had promised them small plot of land admeasuring 200 sq mts at the rate of Rs 200 per sq mts and were making the payments to the landlords in installments over the years. With the government reviewing the stamp duties, they now fear that the stamp value would increase manifold at the time of registration and execution of sale deeds than the actual payment of purchase price.
Says a resident of Goemchembhat Cerias Simoes: “Most of the residents of the locality from the ST community had entered into oral agreements with our landlords to purchase the properties where we reside. Our landlords had agreed to sell the properties for a price of Rs 200 per sq mts. Based on the understanding, we had been making the payments in installments to the landlords. But, now we face the bitter prospect of paying double the stamp duties than the purchase price of the land”.
Former Ambelim Sarpanch Cruz Silva said the petitioned signed by the residents have called upon the government to give them atleast 75 per cent relaxations with respect to the stamp value and registration fees of the property. “Residents of Goemchem Bhat and other areas have a genuine grievance. They had constructed houses out of goodwill from the landlords with the agreement they will clear the payment in installments.
The government has fixed Rs 1400 as the value of the land per sq mts in Ambelim, but these residents have been promised to sell land at the rate of Rs 200 by their landlords.
The difference is huge with the poor residents can ill afford to by”, he said, while asking the government to grant concessions to members of the ST Community at the time of registration and execution of the sale deeds.
