goods displayed on the passages and footpaths.
Civic workers led by the market inspection went about the
work this morning and removed the encroachments. The
team later cleared obstructions to footpaths at Aquem.
Incidentally, this is not the first time that the civic had
carried out such a drive in the municipal markets.
In fact, questions are raised how the encroachments are
back on the footpaths and pavements no sooner they are
removed by the civic authorities.
When this question was posed to Market Inspector Mohan
Arlekar, he said the civic body could take a decision not to
return the seized goods to the owners.
Incidentally, the Margao Municipality has no firm policy on
encroachments and goods seized during the drives. Strange
it may seem, the Civic body has adopted a policy wherein
goods seized from the footpaths and passages are returned
back to the owners after a meagre fine.
This policy, many say, has emboldened unscrupulous traders
and vendors to display their goods, knowing well that they
would get back the seized goods after paying a paltry
amount of fine.
