Crime Branch to move HC for custody of duo

PANJIM: The Crime Branch sleuths, investigating the 14 land fraud cases in the Serula Comunidade, will approach the Goa bench of Bombay High Court to seek custodial interrogation of two persons - Reginald Lobo and Alister Lobo.

 Sources said Crime Branch will file an affidavit specifically underlining that the duo have not been cooperating with them in the investigation. 
“The duo had assured the High Court that they will cooperate with the ongoing investigation into the plot allotment scam. But they have failed to do so because of which we are compelled to seek their custody,” a Crime Branch officer said. 
Former Serula Comunidade clerk Mohan Narvekar, Taleigao panchayat secretary Peter Martins, Mohammad Hanif Badekhan, Altaf Abdul Khan, Santosh Gajinkar, Kishor Kudnekar, Sanyakta Nagvekar and Sonia Wankade were all arrested under relevant sections of the Indian Penal Code on charges of cheating the government to the tune of several crores of rupees through this property deal. 
Moreover, the Crime Branch is expected to file the first charge sheet in the entire investigation even as it will approach the State government before taking any step against five government officials against whom FIRs have been registered in the case. A few police officers also allegedly form part of the scam. 
Crime Branch is inquiring into allegations that the Serula Comunidade had not maintained records of the allotment of comunidade plots, neither did it have records of cash transfers. Government’s interim report had exposed misappropriation of several crores of rupees. The audit report had also discovered that details of allotment of the comunidade land were not maintained. Other details such as the total number of plots, leased plots and vacant plots were not available. 
There is also an allegation that Tourism Minister Dilip Parulekar was allotted a plot of only 99 sqm of Serula Comunidade land, but had extended it to 599 sqm. The structure that was built by Parulekar on the land was allegedly illegal and was called for demolition by Socorro Panchayat, Serula Communidade, PWD as well as the TCP.
