Mapusa MLA speaks for minority institutions

Citing a Supreme Court order, Mapusa MLA Francis D’Souza on Monday made a fervent appeal to the government to keep minority institutions out of the purview of its reservation policy.
While opposing the demands for reservation in minority institutions and supporting the cut motions on education, D’Souza said as enshrined in the Constitution (Article 29 and 30) minority institutions should be given some kind of autonomy and be allowed to have their own regulations.
In contravention of the orders of the High Court and the Supreme Court, he said, the Department of Education has issued a circular to these institutions on reservation quota. The State cannot compel these institutions to implement such a policy, he asserted.
He reminded that when there were no government schools it was the minority institutions that were doing yeomen service in the field of education.
D’Souza ridiculed the Education Department for taking a long time to give no objection certificates to fill vacancy of permanent posts. “I would call this harassment,” he said.
