PORVORIM: Goa’s public debt for the financial year ending March 2018, stood at Rs 13,608.61 crore, Chief Minister Manohar Parrikar told the State Legislative Assembly on Wednesday.
Besides, for the first three and half months of the current financial year, revenue expenditure of the State is estimated to be Rs 2532 crore, while the capital expenditure estimate is Rs 544 crore.
In a written reply tabled on floor of the House, Parrikar said that as on March 31, 2018, the State Public Debt is Rs 13,608.61 crore. It was 12,433 crore in 2016-17, and Rs 11,344.19 crore in 2015-16.
“During the year 2017-18, total revenue expenditure was Rs 10,309.47crore, while the total revenue receipt was Rs 11,027.55 crore, leaving a revenue surplus of Rs 718.08 crore,” Parrikar, who holds the Finance portfolio, said, replying to a series of questions tabled by Leader of Opposition Chandrakant Kavalekar and Congress MLA Luizinho Faleiro on the State’s financial position.
As per information, as on March 31, the State’s market loan stood at Rs 9,160 crore, National Social Security Fund (NSSF) is Rs 2,593.95 crore, while the Central loans are at Rs 1,223.08 crore. Further, till March, the government loan from National Bank For Agriculture and Rural Development (NBARD) was to the tune of Rs 617.62 crore.
Apart from this, the government has also taken loans from Life Insurance Cover (LIC), National Cooperative Development Corporation (NCDC), Housing and Urban Development Corporation (HUDC) and Power Finance Corporation (PFC). “The borrowings availed are serviced through funds provided in the budgetary estimates annually,” Parrikar said.
He informed the House that in 2016-17, an amount of Rs 1,785.11 crore and in 2017-18, an amount of Rs 1,155.07 crore was temporarily availed as Ways & Means Advances from RBI, to meet the gap of State’s receipts and expenditure, and this was repaid the same year.
For the financial year 2017-16, the total tax revenue was around Rs 5811.48 crore, while the non-tax revenue was Rs 3,007.30 crore. The government spent a whopping Rs 2,710 crore on social services and Rs 3,274.48 crore on general services.
