Minister Sudin Dhavalikar on Tuesday asserted that Goans celebrate their unique cultural traditions while firmly identifying themselves as Indians, stressing that there is a clear distinction between Indian culture and Portuguese culture.
Addressing the media, Dhavalikar said that while people in Goa continue to greet each other with “Viva Carnival,” they do not say “Viva Portugal,” underscoring that such expressions reflect local cultural celebrations rather than allegiance to any foreign identity.

“Goans till today say Viva Carnival, but they don’t say Viva Portugal. We are ‘भारतीय’ — we are Indians. There is a difference between the culture of India and the culture of Portugal,” Dhavalikar said.
He added that individuals should carefully think before making statements or raising questions related to culture and identity, as such issues are sensitive and deeply rooted in history.
Dhavalikar emphasised that Goa’s traditions have evolved with various influences over time, but the state remains an integral part of India, and its people take pride in their Indian identity.
The minister’s remarks come amid ongoing debates on cultural identity and heritage, with Dhavalikar urging a balanced and thoughtful approach when discussing such matters.
